A task force report recommending significant changes to the regulation of Ontario’s capital markets is calling for new disclosure rules to promote greater corporate diversity and a unified agency to govern investment dealers, mutual fund dealers and some other investment professionals. Among its more than 47 proposals, the initial consultation report of the Ontario government’s Capital Markets Modernization Taskforce also recommends the creation of an independent capital markets tribunal reporting directly to the minister of finance and effectively removing the Ontario Securities Commission’s (OSC) adjudicative role. As a less drastic measure, the report offers the option of the tribunal operating within the OSC.
