New Tower Near Victory Park Will Be the Tallest North of Downtown The Dallas Morning News Dallas law firm Haynes and Boone is headed to a new Dallas high-rise that will be the tallest office tower north of downtown. Developer Harwood International plans to build the 27-story building starting this winter. The new tower will be built off Harry Hines Boulevard at Hunt Street near Victory Park.
