Mansfield water treatment rehab work may cost $35 million Richland Source In the midst of a recent three-and-a-half hour Mansfield City Council session, brief remarks from Public Works Director David Remy may have gotten lost. Remy said he would likely come to council in August with details on a necessary capital improvement program for the city's water treatment plant that could cost "in the neighborhood of $35 million."
