Only 3% of English language learners in New Mexico's public schools passed the standardized proficiency exam in 2019. In 2017, less than 1 percent of students passed. The previous year, it was 17%. Educators say non-English speaking students are learning the language just as well as they have in years past and attribute the sharp decline in students passing the test to a more rigorous evaluation.
